So, what is the difference between customer issues and customer needs, you may ask?
Traditionally, when talking about customers (individuals and organizations), the notion of need is associated with the notion of want. This implies that the customer knows what his/her/its needs are. It implies that a need can be defined. But, as shown in the concept of the Hierarchical Issues Tree, high-level issues are difficult to define. Therefore, the notion of issues is broader and inclusive of the notion of needs. In other words, a customer's needs, in the traditional sense, can be identified with the low-level issues in his/her/its issues hierarchy.
